The program is designed for anyone looking to run faster than 24min for 5km and indeed is entirely suitable for those pushing the pace all the way down to 18.30min.
The program is RPE based which is actually super important. There can be an over-reliance on pace targets which whilst useful can be mis-leading when the technology fails you which is always a possibility. This program will give you a strong sense of 'feel' for your pace which, rather like Normalised Power on a bike, accounts for weather and terrain far better than pace.
